Sift the dry ingredients together into a bowl and make a well in the centre.
Warm the milk and butter until lukewarm, then add the beaten egg.
Pour the milk–butter–egg mixture into the dry ingredients with enough lukewarm water and mix to form a soft dough.
Cover and leave the dough to rise in a warm place until doubled in size.
Take small amounts of dough and form into oval-shaped balls.
Deep fry the shaped dough in oil on medium heat (350°F) until evenly browned, then drain on paper towels to cool (~30 minutes).
Heat sugar, cinnamon sticks and syrup water on low heat, stirring until a thick syrup forms.
Once the koesisters are cool, briefly soak them in bubbling syrup for 1 minute.
Remove the koesisters from the syrup and sprinkle with desiccated coconut.
