Place one lumpia wrapper on your work surface and arrange a plantain piece and jackfruit down the center.
Fold the wrapper sides toward the center and roll to enclose the filling; moisten the overlapping edge with a little water and press to seal.
Repeat filling and rolling until you have 10 rolls.
Heat about an inch of oil in a pan over medium heat and fry the rolls until golden brown on all sides.
Remove the rolls from the oil and let excess oil drain.
Add the brown sugar to a heavy-bottomed pan and heat over medium, stirring, until it fully melts into caramel.
Remove the caramel pan from heat, add the fried rolls, and turn them to coat with the caramelized sugar.
Remove the coated rolls from the sugar and serve.
