Prepare a 9x13-inch baking pan by spraying with cooking spray or lightly buttering it.
Cook corn syrup and white sugar in a saucepan over medium heat until the sugar dissolves and the mixture begins to bubble; remove from heat.
Stir in the peanut butter until the mixture is uniform in color and texture.
Stir in the puffed rice cereal, adding in two batches if needed, until evenly coated.
Transfer the warm cereal mixture to the prepared pan and gently press into an even layer without crushing the cereal.
Melt the chocolate and butterscotch chips together in the saucepan over medium heat, stirring, then spread the melted topping over the cereal layer.
Cool until the topping is firm (refrigerate for about an hour if desired).
Cut into 36 bars about 1.5 x 1.5 inches and serve at room temperature.
